A 1968 government report also warned that children saw too much aggression on TV.Fred Silverman was an executive at CBS. He wanted a show that would not get the network in trouble with regulators. He asked creators William Hanna and Joseph Barbera to make a funny mystery show. They developed Scooby-Doo, Where Are You!, which first aired on September 13, 1969.The show used a specific formula where the monster was always a person in a mask. This proved that the scary things were not real. It taught kids to use their brains to solve puzzles. The show became a huge hit by 1970. Its success changed the TV industry for years. Other networks began making more mystery shows and fewer action cartoons.
